D’Ann Wilkins
US Manager of Water & Wastewater Engineering
D’Ann Wilkins has 20 years of experience in microbiology, aquatic toxicity, wastewater and whole effluent toxicity projects and has extensive experience in the management of Toxicity Reduction Identification/Evaluation studies (TREs). These studies have included municipal and industrial facilities with a primary focus on processes within power plants, manufacturing, mining, electrodialysis water treatment plants and refineries. She has a thorough knowledge of biological wastewater systems, state and federal water quality standards, regulatory drivers, laboratory practices and their applicability to wastewater compliance and enforcement.

George Caughman
Principal Water & Wastewater Engineer
George is a Senior Project Engineer with field and office experience on both environmental and power plant projects. He practices in design, bid, and construction phases of sewage treatment plants, sewage pumping stations, force mains, water treatment facilities, potable water systems, stormwater pumping systems, intake structures, odor control, and the structures housing these facilities, as well as instrumentation, control, and telemetry systems. He has provided contract administration, construction oversight, inspection services, and Owner’s Representation on a multitude of projects varying in size and complexity.

Thomas Knowlton
Principal Water & Wastewater Engineer
Thom is a Senior Project Specialist responsible for the project management, planning, design, and construction administration of water and wastewater projects. His practice includes design-bid-build projects of all sizes, and he has an in-depth understanding of water and wastewater pump stations, rehabilitation of pipelines for both water and sewer systems, and water storage tanks. Improving our community with the projects he completes is what Thom most appreciates about his role.

US Operations Manager
Steve is the Engineering Services Manager overseeing water supply, wastewater, and related infrastructure design projects for municipal, utility, industry and private sector clients. He has experience in water distribution, pumping and treatment systems and wastewater pumping and collection systems. Steve has managed an number of complex large scale and institutional development projects and possesses a broad range of expertise that includes civil engineering design, construction, and regulatory permitting.
